I have also thought all W cars were Lansing built until 72. Is that correct?
W30s and W31s were Lansing built only because of the select-fit engines. The others (W32, W33) didn't get the select-fit parts and were available from other plants. Of course, since Toros were only built at Lansing in those years, W34s only came from Lansing.
My special order paint (Viking Blue) 70 442 was built in Fremont, CA. The build sheet even has "Special Pain" typed on it.
Code 26 Viking Blue was a Toronado-only color in 1970, so that explains your build sheet.
If you'd seen the tech bulletins issued on matching Code 26 blue during collision repair you'd realise "Special Pain" is a pretty accurate description for that color!😃
Don’t want to hijack the post. Anchor Motor Freight is printed on the bottom of body 51s build sheet. I Googled the former company and found an interesting historical article in the December 2011 issue of Hemmings. Sorry - I could not paste it.

The "- -" code was supposed to be used for special order paint at all plants. As the model year went on, some plants started stamping the two digit code for the four "special order" colors. Do not confuse those "extra cost" colors with true special order paint cars that used non-Olds or even non-GM colors. This was an option under RPOs Y62, Y63, Y66, and Y76 special order paint options. Those always had a "- -".
here's the tag from a '67 442 I used to own that had Toronado ONLY "emerald green metallic" paint (paint code "J" for Toronado & Buick)
the "L62G052" format numbers are listed in the assembly manuals (but, the "J" paint code is not listed in the F85 manual) - I believe the LX-146 is the sequential "special paint" vehicle at Lansing number or similar
some of the '70 Linden NJ "special paint" cars have a "Wxxxx" FISHER "W" number format paint code, I believe those are listed in the assembly manual also

it does not show the - - but has the paint code WA 3893 Which is also on the Build sheet along with the Y 62 Special Paint change
