I doubt it. Why do you think it's a problem with the circuit board? I wouldn't disassemble the dash without a Factory Service Manual and Chassis Service Manual. Check to see if they're available at Fusick:

I’ve check’d all fuses and also the back side of the fuse panel, I’ve check’d the plug going on to the circuit board and have power to on plug, I also put in a new headlight switch turn it all the way counter clockwise and still no instrument lights.
NOTE: Below are ground strap locations located in the 1969 PIM. Again - this is NOT from the 1967 PIM. I do not have the 1967 PIM. You "might" glean some information from this diagram (below). Again, this is NOT from the 1967 PIM.
Purchase a 1967 Product Information Manual (PIM) from Hairy Olds. You should have this essential manual in your library.
