Does this look like a complete Quadrajet 7028251?

Just won this on ebay and not sure if it looks complete. After I won it I noticed the fuel inlet was crooked and possibly JB Welded on. Also, someone told me the base plate does not look correct for a 68. Is this junk?

There's no block-offs for the idle adjustment, so it's pre-'80, anyway!
See is you can 'wiggle' the primary shaft when open a small amount - if YES, find someone with a bushing kit that really knows how to install it.
Usually the worst problem on Q-jets, as people think a hard spring will help keep your foot out of it - never worked for me! Just wore out throttle plates!!

I plan on buying this carb to rebuild and also have the base plate resurfaced and put you bushings on there as well. I just want to verify that it looks like a complete 7028251 and not pieces of different carbs mashed together. Still learning so I cant tell if there is something I am not noticing. It is going on a 68 Cutlass with a 350. My carb on there right now is a 7028250. It has a divorced choke.
it looks ok. there has been some "engineering" done with the fuel inlet, that would be my only concern, from what i can see. a 7028251 will not be calibrated for a 350, it's for a 455. not bad to recalibrate it though.
go for it.
the baseplate looks correct.
