Nooooooo! The measurement of a bolt CIRCLE is the diameter of a circle that passes through the center of all the wheel studs. If the pattern has an even number of studs, then yes, you can simply measure the center-to-center distance of two opposite studs, which is the diameter of the circle. A five bolt pattern does not have two opposite studs. Through a happy coincidence of geometry, on a five-bolt pattern you can measure from the center of one stud to the outside edge of the third stud and come close, but this measurement can vary based on the stud diameter, so at best it's an estimate.

You might want to look again. The 5 x 5" circle is shared with LOTS of popular cars and trucks, including the 1990s Impala SS and many half ton GMC and Chevy pickups. There are thousands of aftermarket wheels available with that pattern. Fitting behind the skirts is simply a function of picking the correct width and offset. Some wheel vendors offer a wide selection, some don't.

In any case, hubcap fitment depends on how the hubcap is attached to the wheel. In the 1960s especially, GM often used wheels with special hubcap retention features that were not common across divisions. I cannot speak to the Pontiac wheels, perhaps someone here will have more experience.
Are you trying to use dogbowl caps or full wheel covers? Full covers should fit any 14" wheel from about all car brands.
Buick used some odd dogbowl retention schemes over the years; some years had clips, others the Buick dogbowl snapped into the bolt spider like a Chevy Rally wheel cap.
But the biggest thing is that Buick invariably used 15" wheels on their 60s full-size cars, so if you're trying to use 14" Pontiac wheelcovers it simply will not work.
