Erratic shifting/Cruise

I picked up the Hurst from the speed shop that put the motor in and I'm having some shifting/cruising issues. I'm still trouble shooting some any information needed about RPMs or Speed are guesstimates (Tach reads high and speedo cable is dead)

Stock 2,400 Stall Convert in a 200-4r (Filter and fluids recently changed, about 10k on it)

1. High Rpms are needed to get it to shift (downshifts fine)
2. Under hard acceleration I can hear a large pull of air before the car shifts, almost like a swirling.
3. Fluid levels were fine.
4. While holding a constant speed I can feel the car wanting to shift and that imbalance is causing it to feel slightly "lurchy" Almost like the converter can't decide whether or not to lock up.
5. If I use the lightening rods it's will not up shift unless I have high rpms.

Question: Should I adjust the TV cable towards the firewall or nose to shorten the shift points?

Just brainstorming here, maybe it's related to the vacuum modulator? If vacuum isn't getting to the modulator, it will raise the shift point at cruise considerably.

I had the same thought but then I stumbled upon a tech article from Joe P stating the 200-4r does not have a vacuum modulator. I took it out this morning and the the adjustment on the tv cable now has it shifting at a more normal RPM but the kick down in lagging. Have to go to work now but back at it tomorrow. The 307 starter is so heat soaked that it's round trip of bust for now until I upgrade to a powermaster.
