Order of operations

I have a novice question. I am in the process of assembling the front end components on my 64 cutlass. I have only finger tightened the crown nuts and bolts and kept everything floppy and loose until it's all together. So, now it's time to firm everything up and get cotter pins in - is there a preferred starting point and work your way through?

All the steering components can be torqued and cotter pins installed with the car jacked up. The Upper and lower A frames need to be tightened with weight on the wheels or a jack stand placed under the lower control arm. There is really no sequence of events.
