1968 Olds 98 a/c restoration challenges

My 1968 Olds 98 convertible is completely restored except for the a/c.
A previous owner ripped out all the Custom 54-86 a/c components such as the compressor and brackets, the POA valve and the water valve, the condenser and the receiver. Also gone is the dedicated a/c wiring and piping.
What remains, on the engine firewall, are the blower motor and the vacuum tank (which work) and the evaporator box. The heater core seems ok, as I see no coolant leaks.
Inside the car, none of the a/c, vent, or heater push buttons work, but the heater slider slides OK .
It seems a very formidable task to fix the a/c. Is there an a/c kit available to replace all that is missing in the engine bay.
Also, do I have to take the dash out to get to the vacuum lines etc? My pudgy fingers cannot reach them under the dash.
Or should I just forget the a/c, and just get the vacuum lines for the air vents and heater working? And how difficult is that?
