It's more of a touchy feely thing for me. I tighten it until I feel a bind while slowly turning the wheel, then loosen again, then tighten until there is no play while gripping the top and bottom of the tire, then tighten to line up the cotter key hole.

Also, note that both the wheel lug nuts and the spindle nut on the driver's side of your 61 are left hand thread.
