The vin will only confirm that it is an F85, the year, and where it was built. To know for sure that it is a W31, paperwork is needed, as all of the components that make it a W31 can be added. You may have W31 parts on the car, but factory documents are the only way to know for sure.

I've made my own W-31 paperwork. In crayon. It's legit.

Welcome. The fact that you are asking if the car is a W-31 tells me that it almost certainly is not. You'd know a real W-31 from the price tag.

W-31 tell tale signs.

BIG balancer on the 350
no air conditioning
larger valves in the heads (only visible when heads removed)
Probably an anti spin rear
68 and 69 had special force air induction
bench or bucket seat

You mention yours is an F-85. I think the F-85's were more "basic" as in fewer options. Others more experience may chime in and correct any inaccuracies.

there was no pertinent info put on the cowl tag or vin for that matter that to identify W cars in 69

if you posted pics of engine compartment that would be the first step
fender wells w holes in them for the scoops
air cleaner w snorkles
obviously a four barrel motor (last digits of carb 9255)
1111930 dist
windshield wiper hose running across fire wall towards pass, side if hose is not there see if there is a factory hole above heater core
the obvious balancer
check the tranny all were offered in 69 but the turbo 400

It will be easier to negate that it is one than to prove it is real unfortunately w/o purchase order or window sticker
