Steel inner wheel wells were stock in 1967. Red ones were used on the rare W30 option. I believe the black plastic ones just give you a weight reduction.

There were a fair number of black plastic inner fenders that made it into production cars, including wagons and 4-doors. No much is known about these. I have yet to see any factory reference to them (part numbers, etc.) I have a pair FWIW.
Olds went to all plastic in '68, and my guess is that the '67 black plastic ones are pre-production issue.

I agree with Kurt that plastic liners could be found on some 1967 wagons. Ten or twelve years ago I pulled the nose off a 1967 Vista Cruiser in a bone yard. It had plastic fender liners on it and by the grunge they looked as old as the rest of the car.

I have a couple sets of the plastic ones. They save 16 pounds compared to steel.

I vaguely recall parting out a 1967 Cutlass around 1979, and wondering why it had plastic IFW's. Back then I had not yet adopted the "last time seen never" rule and they got scrapped.

The plastic inners were most commonly found in 1967 on Vista Cruisers.
