Have recently re-installed the throttle mechanism and am now attempting to hooking up the gas pedal. I have the pedal ball studs and a new gas pedal that snaps down on the studs. Do these ball studs attach onto a plate that is attached to the floor pan or do the ball studs attach directly to the floor pan? When my son acquired the car the studs were missing so the gas pedal was not attached.
so I'm guessing you are still talking about the 67 cutlass.
I believe it is the same as the 65 and on the 65 there is a threaded plate mounted to the outside of the floor pan that the studs thread into.
here is a picture of it. my floor is rusted out so i have a replacement pan and it also has a thread plate welded to it.
1965 Cutlass Guy, thanks so much for your attention to my request for info. Yes, still the 67 Cutlass. The plate is missing on ours so guess I will install one. Looks like it was spor welded on to the pan and then the ***** screwed into it. Looks like some fabrication work is in line on my part. But, at 78 y.o. I enjoy doing stuff like this. Going to be a little difficult because his Cutlass has some issues with rust through, like yours, that he patched but leaves a lot to be desired. I think there's enough metal to attach a plate.

I suspect a new toe board (floor pan) patch panel comes with the accelerator pedal attachment plate already affixed to the panel. It might prove more industrious (easier) to cutout the current rusted panel and attach a new panel - they aren't expensive. Toe Board Patch Panel 1964-1967 GM A-Body
I ordered it and got it in. No plate attached, just two indentions where it appears the plate goes. Guess I will contact the company and ask them if there was supposed to be a plate. Really disappointed as I hoped to try to install it this coming weekend.
