Degree a cam

I have been following a post about a 425 with less than expected power. One of the topics discussed is to degree a cam. I must admit I have never done this. I have put together a couple Olds engines (350, 455) both times I had the heads done and put the rest of the engine together myself including bearings, seals, rings and cam installation. When I installed the cam I just followed the directions that told me to line up the dots on the timing chain gear and crank gear. I then got the #1 cylinder to TDC on the combustion stroke and inserted the distributer with the rotor as close as possible to the plug wire connection on the dist. cap. I then connected the rest of the wires according to the firing order. I then try to start with the dist a little loose and adjust as necessary to get it to fire up. I then set the timing according to the tune up specs.
I have never degreed a cam. What exactly is it and did I do it wrong?
