voltage drop

have 67 cutlass with 11 volts coming out of positive side of battery to horn relay junction box. have battery disconnect hooked up to other end to starter to shut of power if working on car or when sitting for awhile. my problem is i'm only reading 6 volts to starter which won't turn over starter. does the junction box do more than house horn relay.

If your reading 11v from the battery, it needs a charge. The battery is technically dead.

You need to determine the voltage at the battery, the voltage at the horn relay, and the voltage at the starter. If the battery voltage is 12.5 but voltage at the horn relay is only 11, you've got bad wires or connectors. If you are then getting a six volt drop from the battery to the starter, you have a significant resistance problem in the cables.

The battery is dead. The alternator should output at least 13.5v, (13.75-14.25 is better). Until you get that voltage, the voltage while cranking is meaningless.

Your not giving enough info for the proper advice. If you have 11 volts at the battery, 6 volts at the starter without the engine cranking, you have a 6 volt drop in the neg or pos side. If your saying you have 11 volts at the battery and while attempting to crank the voltage drops to 6 volts at the starter that's a different story. A voltage drop test is done when you go for say positive on the battery to whatever is powered in your system, say when your cranking, hooked to the positive term on the battery to the stater. Voltage should be as close to 0 as possible. Same with the negative side.
