That's supposed to mean that the reason I use seat and shoulder belts is not to stay "legal", it's to keep my face off the dashboard in an accident.

A feeble attempt at humor...

I'll dig around in my pics ...

The thread listed does not seem to show the holes for the wire loop belt holders for when the shoulder belt is not used ...

I can't believe it. My camera takes 2000 pics a card, I thought I took a pic so I can install the belt and this is the best I could find.

Can you use that photograph then press with your fingers in the approximate location to feel the 2 bolt holes? Do you have the shoulder strap belts? I may be able to photograph that area without the strap bolted in, but it would probably be next weekend before I have the time. John

You didn't say what type of vehicle you’re working on, but I am assuming from your avatar that it is a 1972 Cutlass.
I took a couple of pictures of my 1970 Cutlass Supreme Shoulder belt mounts. One important note here, make sure that you use the correct grade 7 bolt for mounting the shoulder belt. Do NOT get any old bolt from the hardware store. These 2 bolts are the only things that keep your head from hitting the windshield, steering wheel, or dash board (as Joe pointed out). If you look closely at the picture of the bolts you can see the number 7 stamped on them.
The assembly order for the components would be headliner, decorative cover, seatbelt anchor and lastly the bolts.

This picture is of the passenger side with the cover installed.

Second picture of driver side with decorative cover open.

Thumbs up Search carefully

When you find the approximate location of the holes, use a very tiny needle or pin to locate the hole and mark it with a pen or marker... Do not stick the needle or pin in your finger...it will smart greatly...ask me

I would think the steering wheel would stop him from harming his dash.
