Somebody made that tag for sure. It's not a state issued tag without the state identification.

That's all GM used in that year, not 13 like the later years.

Ten characters is all GM used on the 1964-earlier cars. In any case, this is not a factory VIN tag.

Which means it’s been tampered with and therefore illegal. It would be an eventful day if you got pulled over and the police saw that.

I'd be more worried about transferring the title to another state. Any inspector worth his salt would raise a red flag.

FWIW, the selling dealer says "The car is titled in PA and we have a copy of the title and it does show that the car has a reissued VIN."

It’s a replacement vin. I’m sure there’s paperwork documentation for it.

The state issues these. Car is inspected. Ownership is verified. Title is verified. And a new vin tag applied to the car BY the state inspection agent.

If PA re-issues a vin then it means the car was wrecked or salvaged. The state has a rigorous process to certify the car.

Probably not the end of the world when buying the car, but likely a deal breaker for most potential future buyers when you go to sell it..

Even the factory now says Vehicle Identification Number number?

No it’s not. The build date predates 442 production.
