So how does a GPS tracker make it stay where you park it?
More to the point, what do you do with the info if the car is taken?
Sorry, but the most effective way to make the car stay where you park it is to immobilize it. A hidden kill switch, a fake non-conducting coil wire, or similar device is simple and extremely effective. Of course, there's always a manual trans.

but then someone will just invent a device to pull it away…something like a truck, and a combined device ,,call it ,, uh, a tow truck ? (Pending patent applied for)
As said, most young 'uns don't know how to drive a stick.
My sister's car was almost stolen, and what stopped the thieves was the park brake was set. Ya' know, that lever on the side of the console next to the gear shift.
Sister stepped out of the house in the morning and the car was in the street, both doors open and two black stripes on the road behind the car. Kids were savvy enough to break in and hot wire the ignition, but were unaware of what a park brake was.
