Horn relay clicking no start

Horn relay clicking no start
I just started assembling my 72 cutlass after a paint job and when i tried to start it all I get is a clicking sound from the horn relay. This car ran fine before i tyook the dash out to repaint the lower dash. I can not figure this out so any help would be appreciated
