Right types per socket?
I have seen odd problems like this (running lights on with brakes) come up when a single filament bulb (like a 1156) gets stuck in a dual filament socket (for a 1157). The base contact shorts the two circuits together. I have also seen people stick appliance bulbs in there just because the bases match.
Recheck the back left taillights (two sockets)...
If they are all the right types and inserted in the sockets correctly, and all wiring is undamaged and grounds are secure and clean, then it will be time to break out the wiring diag...

You have a bad ground on the side that doesn't flash. When the headlights (and parking lights) are off, the turn signal grounds though the parking light filament. When the lights are on that filament sees +12V and thus can't ground the turn signal anymore.

bad ground
I think Joe has hit on the cause of your problem, While you are at it I would check the grounds on all the light circuits, ALL current through the lighting cicuits have to pass through the ground, if it cant it looks for an easier route such as the running lights or headlights giving the problems such as the ones tou described.
