68 Cutlass, dash removed for restoration and conversion to aftermarket Rally Pack.

When key is on (engine not running), GEN light does not come on.
When engine is running, GEN light turns and stays on.
When key is turned off, engine keeps running.

With key off, pulling the tach (brown) wire from the HEI does nothing.
With key off, pulling the 12ga power wire shuts engine off.

With engine started back up, voltage regulator test (per 12-11 of Service Manual), voltage between regulator #2 terminal and ground = 6.7. Manual recommends replacement of regulator, BUT why does gen light not come on when key on and engine not running?

I'm an electrical novice and trying to understand this w/o throwing parts blindly.
