1987 Custom Cruiser HVAC question

Anyone here familiar with the '87 fullsize cars? I am interested in figuring out how to get my temperature control to function as it should. All under hood systems are new (heat and a/c). The a/c is snow ***** cold...aaaannnd so is the heat. I can not warm the air for full heat or a/c temp regulation. Any ideas? I have the shop manual on order and was wondering if anyone was familiar with what may be THE issue. And yes, the system is getting the proper vacuum signal from the engine.

Is it standard A/C with the cable controlled temp blend door or Tempmatic with the automatic temp control?

Are your radiator and heater core in good condition? If you're low on coolant or if your heater core is plugged that could cause a no-heat situation.
