Disc brake torque spec questioned

I’ve had this dust shield to spindle bolt back out and ruin my rotor. It is the top attachment point for the dust shield. The torque specs on this bolt is 130 ft lbs. according to CSM.

Isn’t that a bit high for a non-graded bolt? I plan to use blue Loctite and actually bend the tab over on the bolt head to prevent backing out again.

P.S. Prior Owner fix.

That bolt doesn't just hold the dust shield, it is the main load carrying bolt for the caliper bracket. A factory one is high strength. It's not a standard "graded" bolt and does not have the head markings. It's a special bolt with a special thread that only fits that location. I cannot comment on the quality of bolts in aftermarket kits.
