this is a 1970 cutlass supreme
how out of whack would u guys say these bumpers are? front and rear
rear in next post
and can the dent be popped in rear bumper?
what size of gaps should i have between bumper to headlights, fenders,hood tooth and quarters?

Rear bumper looks good. It's fitted in there perfectly. I'm not sure how much trouble it will be to pop the dent out? You'll have to put it on a piece of wood so you don't scratch the chrome on the outside. But the metal is thick, so you'll probably be needing a sledge hammer of some sort to get the dent out.
The front bumper looks like it was pressed in, in the middle. It's the only explanation I can think of for having both sides pointed outward.

are you talking about the dent in the rear bumper?
Hopefully the rust isn't to bad, I would scrape it off and maybe run a wire wheel over it. You might be able to use a small sandblaster on the backside. Then some epoxy primmer follow'd by paint?? Just some ideas off the top of my head.
