It's called a dashpot. It is supposed to slow the throttle when backing off quickly so the engine doesn't die. Good news is you have the correct carb for your car.

So much smart functions on that carb - like choke pulloff (which is disconnected - I guess there was a vacuum leak and they plugged it) which back off choke a little when stomping on throttle.Never seen this kind of stuff in my 196x mopars
And yes that is 7040251 RJ carb. Car have only 35000 miles and it is in really good condition. Car have some aftermarket engine parts and they work but I will be reverting some back to stock parts. I like them stock
