What is the factory setting for the Rochester 4bbl carb Fuel and air mixture screws.
2 turns out, 3 turns out ???

You might get more responses if you use a descriptive title on your posts. You've got what, three or four different threads going with this same title and different topics?

To your question, the factory setting is the one that gives you the maximum vacuum reading using a vacuum gauge. Three turns out is where you start when you rebuild the carb. The idle mixture screws need to be adjusted on the car to the setting the engine wants.
