Identifying 1930’s hub cap inserts ???

Hi,
Attached are pictures of a set of what I could only say Are hub cap inserts based on their size. Anyone know if they are hub cap inserts the year(s), and model(s) these fit? If they are not inserts, what are they for?

Had someone tell me years ago, they came from a 30’s olds. Now I know why I couldn’t find any info on them.
