As far as the brass plate , it is an early fisher body tag.
The Job number is an indicator of the body style (two door , coupe , etc. ) and sometimes the year .
The body number is a sequential number assigned to that car . It is never the VIN. The Vin was usually a number stamped on the engine or on the frame rail . A letter before the number may be an indicator of the assembly plant .
I'm sorry , but i don't have any list of job numbers .
Perhaps others will chime in .

If you buff it out, have an extra buff wheel ( just in case)
If it's an Olds it should be on the road. Hope you get it. If today's cars sat that long you'd be asking "what's this pile of rust dust.
