Fluid level seems to be where it should be, kickdown cable is correct. I have the car up on jackstands and trying to see if the car is shifting in gear properly. If the modulator vacuum line is not connected, will it cause it to not shift and wheels to not spin?
If the modulator line is not connected, the trans will think you are at wide open throttle and will hold the trans in first until you hit about 5,000 RPM or so. Then it will upshift hard. Nothing about the modulator will prevent the trans from shifting into first or reverse, however.
With so little background info it’s hard to diagnose.
Could be the filter is clogged or not inserted so it’s not drawing fluid.
Shift pawl could be disconnected from the linkage ear.
Fluid pump could be shot.
Could be a valve body issue.
Lots of possible failures.

The torque converter is connected. I had driven it up on the trailer about 7 years ago to transport to a storage facility. Went to move it again about 3 years ago and it then didn't accelerate when I put it in drive. Patience is running thin. Thinking about ordering a new tranny or having this one rebuilt.
