I installed a new converter and with the converter on will it turn the output shaft by spinning it I am trying to finger out it it is all the way seated when I turn the input shaft without converter on the output shaft moves with converter on and I think it’s seated all the way when I turn it the output shaft does not turn any help is much appreciated I am attaching a couple videos on what I am talking about

 

There may be enough drag on the clutches to spin the output shaft by turning the input input shaft. Same reason when the wheels off the ground they may turn with the trans on neutral if the engine is running.

Make sure the converter will spin with the bellhousing tight against the engine. Check if as your tightening the bolts, if it locks up with a gap between the engine and trans the converter isn’t seated all the way.
