200-4r oil pump bolts leak

I rebuilt it and have had leaks from the two lowest bolts around the 5:30 and 7:00 positions. I pulled it and tried RTV around the bolt heads with no success then pulled it again and replaced all the washer seals, torqued to 18 ft lbs per the CK manual and no different, leaves a mess on the floor after shutdown. I guess it's coming out again, does anyone have any advice how to seal these up, or why new seals would leak?

I bet you will find the o ring around the pump is twisted. It’s real easy to not notice. Unfortunately, it’s a mistake you will only make once, there is no way to fix it without removing the trans.
