th400 slow 2-3 shift

Hey, hope someone can help me.
I have a th400 auto from 1970 its a rebuilt unit.
Reverse and selecting gears ( if car isnt moving) are very positive.
Ive adjusted the modular vacuum can on the side of the trans all around from too much vacuum were it shifts high, to were it wont shift out of 1st.
Im at a loss, as at the best setting ( shift points) the transmission is sluggish as its not slipping into gear, its not a crisp shift.
Trans has about 1k miles on it, and it has always acted this way. I drove it abunch because i was told by the trans. shop it needs to be driven...I just dropped the pan to do a fluid/ filter and there was just a tad of fine junk on the magnet.

In my experience the modulator changes the shift points very little. I've also found that if your turn the screw inside too much cw it will fall through and not work correctly afterward. I have a transgo shift kit and a 2800 stall with 308 gears. It will shift really early under light load but when you get on it will shift where its supposed to.

If it's a stock rebuild it probably does shift kinda mushy. Trans-Go is a good brand, there are a couple different performance levels that can be installed.

Another question, maybee this is why it shifts bad.
Its a ow w-30 trans. that i dont know what was done to it being rebuilt. Maybee it has the wrong kit or possibly wrong valve body?
Because say you put the "his" shifter on 1st, it will automatically shift to second.

So i see a auto/ forward manual kit im assuming that would be for a his/ her shifter?
