Norm's correct, however it may be the vacuum modulator or simply the vacuum hose that connects to it. Verify that the hose is still connected and is not cracked. Also verify that it did not come off at the engine end. If the hose is good, replace the modulator.

If the car has electric kickdown (65 Jetaway should), make sure the kickdown switch isn't stuck in downshift position.
I had a 64 Tempest years ago that would stick in downshift 3 or 4 times a week. It would do it when you set the automatic choke on a cold start, as the switch was on the throttle linkage.

Update! Ok.. finally had time to work on this... shifter is working properly. Checked the vacuum lines and the trans is getting vacuum to the modulator.. I am not sure how to check the kick down cable area... Any suggestions on where to get a new modulator for this Jetaway?

Kickdown cable leads to transmission. Simply disconnect and see if it shifts. If it does then switch or wiring is getting 12V to it all the time and looking like a forced downshift..
Governor is located at the side of the transmission. Inside a roundish looking cover near back of transmission. Should be able to take govena (like the English put it) cover off and inspect to see if weights are stuck inward. Outward would make the trans shift very early at light throttle.
