Strange looking brackets on the floorboard?

Strange looking brackets on the floorboard?

Over the years I've taken apart a couple 1966 Toronado's and am doing that right now. But there's a couple brackets welded to the floorpan that I don't remember on any of the other cars. Can anybody tell me if this is a standard piece that I just forgot about? From the discolored carpet it used to have the big thick rubber coated metal floormat for the drivers side. These brackets are under that.

THe only use I could see for those would be something the factory might have put there to attach the floor mats to. That way the floor mat wouldn't move. Just an idea.

I had a 68 Toro that had those,and there were the remnants of one of those thick mats,I think they had little '****' that went into the brackets.They were pretty deteriorated,and I thought it was something someone had installed themselves,now I am not so sure! ---bil

My 66 Toro also has those..I do beleive it is for the rubber mat, unfortunately I don't know how it secures. They seam to have holes in them that look as if a sheet metal screw went thru them but I do not see how that holds the mat in place.
