how do I test Vacuum Headlight Controller??

Help! My vacuum headlights will not open on my 1967 Toronado. I have checked all vacuum lines and they are good. How do I test the Headlight Controller and Headlight Check Valve? Any other ideas?

With a vacuum pump or you can run temporary hose jumpers directly to them, and reverse the hoses back and forth from the intake with the engine running.

I do not understand how to test the controller. Please provide more description on how to do it. I've attached photos if that will help

Underside of controller - looks like the plate covering the bottom will come off

Hey TDS - do you still need troubleshooting info for your '67 headlight system? When did it last work correctly, and what was changed since then? Sometimes that's the easiest way to diagnose. I'll post more specific info tomorrow. If you have answers to the questions before then, that might be helpful. Updates to follow.
