Headlamps Will Not Open

I have a 1966 Toronado and the headlight doors will not open. I have a vacuum line diagram and have traced all of the lines and they seem to be fine (no splits). I have vacuum to one of the 3 hoses that operate the doors(yellow striped one that goes into the reservoir), but the other 2 do not seem to have vacuum. Are all three hoses supposed to have vacuum? Also, is there a simple way to check the headlight motor to make sure it is operational?

1966 headlights

If you take a vacuum gun and start at the canister and work your way back. See where it stops opening, then look for a problem between those last two locations.
