Hi Can anyone please tell me how to remove the cruise control dial on my 1966 Toronado?

The gear piece that the cable hooks to is broken

There's a section on Cruise Control in the Toronado section of the 1966 Oldsmobile Chassis Service Manual. Do you have a CSM? It's a necessity to service these cars and especially their uncommon options.
