One thing about changing the shocks and coils is that you're probably dealing with old springs that are currently sagging and lowering springs are sold as inches compared to original height. What diameter wheel are you running now?

For inexpensive solution, I would probably get the 2" drop springs from CPP I think they are $95 a pair front and rear. I would spend the money getting some decent shocks though, probably the Bilstein monotube front and rear set, I've seen them for like $350 on Amazon.
One thing is if the spring is a little low, you can always shim it. If its too tall, you're stuck. You'll find cheaper shocks out there, but with NY streets you need something that will last.
