Squealing Noise

Squealing Noise

When the car is cold and I go to turn the steering wheel I get a squealing noise and the steering wheel doesn’t turn very well. After the car warms up this doesn’t happen. I also get a squealing nose when if I step on. Again, this stops when the car is warmed up. I checked both belts and they seem to be fairly new. I’m not too sure how tight the power steering belt should be. I’m assuming that’s what it is.

Thanks. Which is the easiest way? Power steering pump bracket?
