Power steering pump help

I have a 1977 Cutlass Supreme and need to adjust power steering belt. I have loosed back bolt at bottom, front slide bolt through pulley hole at top. How in the world do I loosen bolt through pulley hole toward front bottom? Going through hole from front makes socket slightly slant and I cant get on the bolt too well. From underneath car at front difficult to get wrench in there? Appreciate any help. I cant imagine olds didn't have a way to get to it. Perhsps that front bolt dont need to be loosened but pump dont move to adjust.

The pump pivots on that bolt so it can usually stay tight. An open end wrench up from the bottom is usually the best method, and you get 1/12th of a turn each time!

You can use a socket and breaker bar to rotate the engine until the pulley hole lines up. You can also use an open end wrench between the pulley and the bracket to loosen the bolt. To do this right, you need to loosen all THREE fasteners. Read this post.
