Lifters not spinning i
I put in a new camshaft and lifters but when I turn the engine by hand, the lifters don't spin. They slide back into their bores on their own if lifted a little, so I'm not sure why they don't turn. I took a picture of the lifters contacting the cam, does this need to be adjusted? Thanks.

The bottom of the lifters are ground with a 40" radius and require a certain amount of valve spring pressure (friction) to make them rotate. If the lifters slide down in the lifter bores onto the cam lobes, they should be fine.

I would be very impressed if you could turn the engine fast enough by hand to make the lifters rotate
It's not engaging with sprockets exactly, it's surface tension that makes them rotate, and it's not rotating at the same rpm rate as the engine. It might do a handful of turns per minute at idle speed. Remember that the cam also turns at a much slower rate than the crank.
