I'm trying to get the factory choke to operate on my 1970 Cutlass cruiser. It has a 350 olds and the factory 2 jet carb. I recently had the carb rebuilt, installed new choke tubes as well as a choke stove. However the choke just loosely moves. Is there a guide or issue I should be looking for?

Do you mean it flops open or closed with very little resistance ?
1. It looks like the white line on the black plastic choke spring cover should point toward on of the pointed things left of the top choke cover screw.
2. Is the choke spring connected inside the choke housing ?
3. Is the choke spring installed in the correct direction ?

Sounds like the choke bi-metal spring is not connected on both ends.
A. I recall reading on a thread that the the 2 GC carb had the choke spring coiled in the opposite direction of a Quadrajet. You may want to verify this. Joe P was the one who mentioned coil direction.
B. You need a slight amount of pre-load on the choke spring to close it. As the bimetal spring gets warm, it grows longer and relieves pressure to hold the choke closed. You can fine tune the choke setting a ridge or two when you have things squared away.
