Choke Pull Off CPA114

1971 Cutlass w/ 350 4 bbl. I bought a new one & tested it w/ a vacuum. It worked OK. Put it on the car & it went in but wouldn't release. Took it off & it did nothing. Stuck closed. It seems to have a restriction in the tube where the hose attaches. A pin or paper clip will not go in. Is this wrong? It would seem there should be at least a small opening. I looked closely at the old one. Holds no vacuum. BUT it has no restriction in the vacuum line fitting. Should I just "cut" the last 1/4" off & use it? I think that will remove the restricted part, right at the opening to the vacuum line. Is there any reason why I need a restriction to keep it from releasing quickly when the vacuum stops?

That is a stock choke pull off. I have never seen one that does not release as soon as you remove the vacuum. Sounds like you got one with some type of manufacturing defect I think I would return it and try another one and see what happens.
