It indicates your choke is probably sticking. Get some carb cleaner and spray the linkage.

Or the fast idle cam. Is that carb a little gunky? As Eric stated, get some cleaner and give it a good spray.

Berryman's is the best I have every used. While you are at it, take the air cleaner off and spray some inside the carb.

Berrymans is the best, also spray it in the fuel float vent, and down the throat while reving the motor some. It will clean carb, intake, valves, combustion chambers. Its like a tune up in a can.
