The pump on the 403 that I have has two lines on the top of it, one i presume is suction and the second I think is a return line back to the tank, i do not need the return line, can a guy just cap it off??

I think you could probably cap it.I was gonna do the same but the piece I capped it with seemed to leak fairly easy I noticed.I was going on a road trip so I didn't want any trouble so I bought the correct 2 line pump instead. I would just make sure it is secure.Pumps are cheap to buy though.

 

They make pumps without the return line. Better safe than sorry.
