This is probably a dumb question but, what is this? and should it be tightly attached?

It's the crankcase ventilation road draft tube, and yes, it should be secure. Looks to me like it's already been "repaired" once in the last 50 years. Another short section of heater hose should work fine and will be cheaper than buying large diameter vent hose.

Your car was built before PCV (positive crankcase ventilation) became common though some 1962 cars have it.

The way your crankcase vent system works is: fresh air enters the engine crankcase thru the oil fill cap (look under the bottom and you will see it has foam or wire mesh in it to filter incoming air). The road draft tube extends underneath the car in an airflow area. Airflow across the open end of the RD tube creates a suction and draws crankcase vapors out the vent tube where they dissipate into atmosphere.

You can guess that old road draft crank vent systems contributed to air pollution as well as dumping oil on the roads.

The draft tube and the breather cap both need to be cleaned periodically for the system to function correctly. Wash the breather in kerosene, shake it dry and then put some engine oil on it if it's a wire mesh type. A foam type is easier just to pull out the old foam and install a new ring of foam- a window unit airconditioner foam seal works well and is cheap and easy to cut to length. It too needs to be oiled. You can also put a metal kitchen pot scrubber in it, which is all the wire mesh type really is.

If you don't want to fool with the draft tube, it's not difficult to convert to a PCV system.

Now, if you were asking about the tube with the asbestos cloth cover, that's the choke hot air tube. It goes from the exhaust manifold up to the choke coil and supplies heat to the choke so it will open quicker.

Highly recommend getting a factory chassis service manual for your F85. You will have to get the 1961 F85 book and the 1962 full-line manual to cover all the info and service procedures- 62 was the only year Olds issued the shop manual as a supplement to the previous year. Both should be easy to find on e-bay, or wildaboutcars may have some of the F85 stuff online already.
