Why Can't I Post in Most Forums?

Why Can't I Post in Most Forums?
Most of the forums have a lock next to it...when is my post restriction over?

One of the things that threw me for a loop the first time I tried to post was the forums with "subforums" like Engines, Body and Paint etc. If it has been split into subforums you can't post in the main forum.
