I don't remember where the antenna cable feeds through. Sometimes you need a flexible wire taped to the cable to feed through the hole in the body. There is a folding base that is attached to the bottom of the mast that tightens against the underside of the fender when you tighten the mounting nut. Route the cable to the radio and plug it in.
The cable on A-body cars typically routs from below the fender into the top of the cowl cavity and penetrates through the top of the firewall with a seal/grommet.

This is a page out of the '69 assembly manual but it's exactly the same as for the '68 model year. Although there is a bit of a difficulty factor, you should be able to install the antenna with the fender on the car.
