Wire wheel tool.
Its a special socket to remove the wire wheel cover and thus allowing the removal of the wheel/tire to change flat tires etc.
Try a 7/16 12 point socket,( or some other size that fits tight) a cheap one, and hammer it on. Cross your fingers that it works and simply replace it with a normal headed bolt size to re-assemble. If you have an impact wrench thats great, and some rust penetrate like wd-40 or liquid wrench etc. will be helpful. Good luck.
