The expensive ones such as BHJ are 1.75" thick cast iron or aluminum. J&S is two pieces of 1/2" steel welded together with precision torched or laser cut holes. Functionally, I think the J&S piece is just fine; I bought one. All it is supposed to do is stretch the block in a way similar to what the head does. I expect the J&S piece does at least 80-90% of the good for a small price. He can also sell you correct length grade 8 bolts and washers for another $25.
If you just have to have every bit of the possible good, you would have to use a dial bore gauge and the correct gasket, a new one, torqued to spec, then after measuring the distortion, bolt on a torque plate and gasket and torque the bolts to whatever torque spec gives exactly the same distortion to the .0001 inch.
