Does the non-A/C '68 H/O also use the "KA" & "KB" pulleys?

Yes they do, due to 398681 and 400268,400269 and 400289 water pumps

Just a heads-up, the actual water pump casting number for all of the 4002-- water pumps you list is 400269. The casting numbers are sometimes very hard to interpret but 400269 is the actual number for that water pump.
