Check to make sure the master vacuum supply hose is connected at the engine and at the vacuum storage ball underhood.
Also- is this a Comfortron car? If it is, there's a master vacuum switch underhood that if it don't work, don't nothin' work.
I strongly recommend getting yourself a 1966 Oldsmobile Chassis Service Manual. They're on ebay often and most old car literature dealers will have them. It will be invaluable to you or anyone else who works on this 43 year old car. If it has Comfortron, try to find the 1966 Comfortron shop manual supplement too.

There's a whole set of troubleshooting charts for Comfortron- about 10 pages worth!
Sometimes Comfortron problems are as simple as not understanding how it works. With system in NORMAL and temp set at 70-75, it will switch between outlets and blower speeds automatically to maintain that temperature. One thing a lot of folks didn't like about Comfortron was that the A/C compressor stayed engaged all the time which reduced fuel mileage, and you will often find a switch has been added to allow cutting the compressor off.
Here's a basic system operation check. It will tell you if the thing is functioning.
Car must be running and warmed up (coolant temp above 120 degrees).
1) Set system control to OFF and turn the temperature dial to FULL HOT (85 degrees). There should be no airflow from any outlets.
2) Move control to NORMAL LO. Blower should come on HIGH speed, HOT air coming from floor outlet with a little from the defroster.
3) Move control to NORMAL HI. Blower speed and airflow should increase thru floor and defroster outlets as in step 2.
4) Turn temp dial to FULL COLD (65 degrees). It should switch over to the air conditioning outlets and blow cold air. Blower should cycle from high speed, down thru low speed and back to high.
5) Move control to DEFROST. It should switch to defroster outlets with a little air from the floor outlet.
6) Move control to DE-ICE. It should switch over to HOT air from defroster outlet with a little air from the floor outlet. Blower remains on high speed.
If all this tests out, the system is working. If any of it doesn't work as described, there's either a Comfortron control problem or a system vacuum problem. The ducting and refrigeration system is the same for Comfortron and Custom A/C.
The good news is Oldsmobile Comfortron parts seem to be readily available on ebay. You need the part # specific to your year car though, since they changed it every year trying to get it reliable. A good friend who retired from Charlotte NC Zone service told me that from 1966-73, more than half their Zone service work involved trying to get Comfortrons to work.
My own experience with them is that they either work perfectly, or there is no dealing with them.

well the system did not work at all I got it working by bypassing the control system in the dash wiring direct to the blower motor cool air thur vent olny after I removed a vacucum line under dash on passener side and got air thur duct Iam looking for manual as soon as I finish this post
